ARTICLE 5; OF THE CHAIR AND VICE CHAIR

 

a)      The Conferences of the Commission are conducted by the Chair, who will be assisted by a Vice-Chair.  The Chair and Vice Chair shall be from a Full Member State of the Commission, elected on a rotational basis[EF1] .  Therefore, those desirous of serving in either of these capacities shall put forward their candidature during an ordinary Conference.  [EF2] At the conclusion of the meeting, Members will offer suggestions regarding the selection of a new Chair and Vice Chair.  If the Chairman, or the Vice-Chairman, is unable to officiate at the Conference, he shall be replaced by his representative.

 

b)      In the interval between two Conferences and during the Conference, the Chairman shall provide the Secretariat for the Commission and shall see that all matters arising and are addressed by correspondence.  The Secretariat shall prepare for the Chair, a report of the Conference within twenty (20) days following the Conference, including the discussions and decisions that were taken, as well as any information that was submitted, to the Full Members.  The Full Members shall report any objections within ten (10) days.  Any objections to the report shall be made by electronic mail.

 

c)      The incoming Chair shall take office one month after the conclusion of an ordinary Conference.  Under normal circumstances, the maximum term for the Chair will be limited to two years.

 

d) [U3] .  Any Full or Associate Member of the Commission from within the region desirous of hosting a future Conference shall make this known during the conclusion of an ordinary Conference.  Priority shall be given to a country that has not yet hosted a Conference or to the one that has not done so for the longest time. The host nation shall be responsible for the organisation of the Conference and will provide assistance to the Chairman and Secretariat in the running of the Conference.

 

 

ARTICLE 7: OF THE AGENDA OF THE CONFERENCE

 

a)         The proposals considered by the Members, which should be included in the Agenda of a

Conference should be sent to the Chairman for the next Conference at least four (4) months in advance of the date agreed for the commencement of the Conference.

 

b)         The Chairman shall prepare the Provisional Agenda in conjunction with the Members at least two (2) months before its opening. The Provisional Agenda shall contain all standard items required by the IHO (e.g., National Reports.).  The first item shall be the Chairman's report on the activities of the Commission since the last Conference.  All Conference Documents shall be made available on the IHO/MACHC web site at least one month prior to the meeting.

           

c)         The Agenda shall be adopted by the Commission at the beginning of each Conference.

 

d)         The Commission can modify during the Conference the order of discussion of the different items of the Agenda.

 

e)             Proposals of any Member which are not considered in the Agenda shall be submitted to the Chairman and, with the agreement of the Members, shall be included in the Agenda for their consideration.
